This project begins with the willingness to reform and connect the Procedures building with the Commune House of Ordino, located in the main square of Ordino, and create a single entity.

The design of the project was handled by the architect Pere Espuga from Engitec Arquitectes i Enginyers Associats who, when planned how they should carry out the work, assumed that the outcome should accomplish certain requirements. One of them was to get the union of the two buildings to look harmonious and functional, forming a unitary whole that suits with the environment of the place and the people. However, the project was to resolve an unsuitable access system and, on the other hand, to manage a functional program including administrative areas, represents functions and apartments.
Also part of the project objectives were to achieve optimum future growth strategy for administrative areas as the old houses where gradually uninhabited.

Given these premises Pere Espuga designs a rectangular prism of iron, wood, glass and stone, first floor twinned the two buildings as part of suture between them.

The work begins with the demolition of the internal structure of the local and the adequacy of the new access to the building, trying to minimize interference in access to the apartments. Later on administrative spaces in the Commune House were adapted. Its distribution has a plenary hall on the ground floor which includes control room facilities and a distributor with wardrobe. The entrance hall to the building is extended and has a bathroom and a customer service.
